The mission of
ECSA
is to
facilitate the achievement of each member agency's
mission: to provide linguistically
appropriate, affordable, accessible and culturally
proficient behavioral health services to families and
individuals.
Since their founding each agency has
taken parallel evolutionary paths dictated by both
their Mission and by economic forces in health care
financing. In December 1999, years of dialogue
and planning were rewarded with a grant from The
California Endowment to form ECSA.
At present all our agencies have contracts with Santa
Clara County Mental Health (SCCMH) Department and
receive, on average, over 50% of their operating funds
through their Short-Doyle contract. The contract
provides the means (without which they would be forced
to close) to provide services, but it also comes with
restraints. The contracts call for much
bureaucracy, regulations and paperwork, which are
necessary from an administrative perspective, but
nonetheless have become barriers to efficient and
effective cultural competence in behavioral health
interventions.
